Biography

Andrew Mwesigwa is a forward-looking Academic Librarian at Makerere University, specializing
in digital knowledge management, open science, and the integration of emerging technologies in
higher education and research. With a strong background in information literacy, open access
publishing, bibliometrics, and digital repositories, he is passionate about transforming how
knowledge is created, shared, and preserved in the information age.

Over the past decade, Andrew has led impactful digitisation initiatives, institutional repository
development, knowledge accessibility and scholarly communication projects funded by Sida,
NORAD, DFID and MakRIF-Government of Uganda. His research and practice focus on
leveraging ICTs, data curation, and digital infrastructures to support evidence-based decisionmaking, research visibility, and sustainable access to scholarly communication in East Africa.

He holds an MSc in Information Systems and a Bachelor of Library & Information Science, both
from Makerere University. His scholarly contributions—ranging from weather data repositories to
digital library sustainability—highlight his commitment to bridging the gap between traditional
librarianship and the demands of the digital, data-driven era.
